Drivers have been experiencing long delays in the city due to a burst water main.
Work by Anglian Water to repair the burst main on Sweet Briar Road has started, with temporary traffic lights in place.
But this has been causing a build-up of traffic on the A140 outer ring road and on nearby roads.
An Anglian Water spokesperson said that they are working "as hard and as quickly as they can" to elevate disruptions.
They expect the repair work to be complete and traffic management removed by "close of play" on Friday (November 25).
The spokesperson added: "We have a burst on Sweet Briar Road in Norwich and we understand and appreciate that this location is a challenging one, particularly with regards to flow of traffic and therefore it is causing issues.
"The road excavation has been backfilled this morning and the road sweeper is currently cleaning up the site.
"The excavation will be tarmacked tonight and the final reinstatement layer will be applied Friday morning.
"Thank you to our customers for their patience, we do appreciate this is a difficult road to have works on and we are working hard to minimise disruption.”
It comes after a water main burst on Sweet Briar Road back in February, which caused part of a bridge to collapse.
Damaged caused to the road meant it did not reopen for 99 days and led to travel chaos in the city.
It finally reopened on May 27.
