Travellers have set up an unauthorised encampment near a popular walking spot just outside the city to the dismay of people living nearby.
The site, located where Reepham Road and the NDR roundabout meet, has also been a hot spot for fly-tipping.
It comes after a dozen new sites for travellers were released by the council in January.
A lock was put on the gate to the area to try and deter people from entering but it seems that has not stopped one group of travellers from setting up camp there.
Stuart Clancy is a county councillor for Taverham who has been down to the site.
He said: "There's two fundamental problems with what's happening.
"Illegal encampments should not be tolerated especially when it results in large-scale fly-tipping and costing the taxpayers money - like last time.
"However it's reasonable to provide travellers with settled pitches which the district council are dragging their heels on.
"This has been an issue now for five years and pitches need to be made quicker for these travellers."
A spokesman for Norfolk County Council said: "We are aware of the unauthorised encampment at this location and we are following our normal processes."
Caroline Karimi-Ghovanlou, who is the chairwoman of Taverham Parish Council, added: "I'm surprised that actions were not taken to deter further encampments after the last problem we had with vast amounts of DIY rubbish being dumped on the land.
"We've stressed that the gate should be locked and chained, but unfortunately it seems it was too easy to cut.
"Possibly putting concrete blocks as a barrier would have been better or digging out a ditch so the travellers couldn’t get their caravans on to the site.
"I dread to think how much the last clean up cost the taxpayer but I'd be most interested to know but I would imagine it's into the thousands at this point.
"Right now I know that people living in the area, and myself, are getting fed up with this same issue reoccurring time and time again."
