Plans to make 100-year-old loos in two Norwich parks inclusive have been delayed after concerns were raised over unfinished work in their grounds.
It is hoped the toilets in Wensum Park and Heigham Park, which are almost a century old, will be demolished and replaced with self-contained cubicles that can be used by all genders.
According to plans submitted by Norwich City Council to its planning team, only part of the toilets would be demolished with the new cubicles fitting into the existing historic structures.
A decision was due to be made on Wednesday (October 11) but the council is still waiting for a response from its planning committee after public commenters raised concerns over unfinished work in Heigham Park.
Neutral replies to the planning application stated that work on the park's bowling building, ladies' bowling clubhouse and tennis courts was yet to be completed.

One commenter said: "Why don't you finish or attend to areas in the park that have been long overlooked before embarking on a new venture?
"Please think seriously about finishing or dealing with what needs attention first, before commencing upon a new venture."
Concerns were also raised about vandalism in the loos, whether they would be fully accessible while work takes place and whether CCTV would be installed in the area.
They added: "These, as I am sure you are well aware of, have been vandalised four times within a month.

"The men's toilets have relatively recently been open for all but now it has been over six weeks since the female toilets have been closed.
"Are you seriously contemplating knocking these down and building new ones without any kind of CCTV in place?
"I am sure you know what will happen as it has happened in most of the parks in Norwich.
"Jenny Lind is a prime example and an eye sore to boot, if you go ahead with building new toilets, will the toilets be accessible for all in the interim?"
It is now unclear when a decision will be made on the application.
