Police were called at 5.10am to reports of a "collision" on the B1108 Watton Road in Norwich which has since been closed at the A47 junction to the Colney Road junction.
Colney Lane was also closed and access to Norfolk and Norwich Hospital was only possible via nearby Newmarket Road.
