Plans for a two-bed apartment in the heart of Norwich's clubland district have been thrown out by the city council.
The proposals sought to bring the vacant unit formerly occupied by the Sunshine Room and Beauty Salon in St Vedast Street back into use.
But planning officers at the city council deemed the scheme "detrimental" as it would result in the "loss of a business use", raise "nitrate and phosphate levels" and increase "recreational pressure".
The plans were submitted by Enzo Casale, who ran a barber shop at the site prior to retiring in 2019 to become a landlord.

The move would have made the entire building residential, with a one-bedroom flat already in use on the first floor.
A decision notice and planning report from city council officers concluded: "The loss of the business use from the site has not been justified.
"[And] the proposal would fail to provide a high standard of residential amenity and living conditions for future occupiers due to a combination of the restricted size of the proposed accommodation and its lack of adequate natural daylight and outlook."
Mr Casale owns a second barber shop in Aylsham Road, which is run by his son Ottavio.
