An investigation has been launched after pleas from neighbours about years of anti-social behaviour making their lives miserable.
Tenants at a block of flats in Pilling Park Road, in Thorpe Hamlet, say they are being troubled by "drug-fuelled booze parties" and apparent subletting from others in the building.
Norwich City Council say it's investigating the complaints from tenants of William Mear Gardens and "take reports of subletting very seriously".
Terence Lyon has lived in the flat block for 31 years and says the last five years have been "nothing but trouble".
The 66-year-old said: "I initially complained to the city council three years ago but I was told that they couldn't gain access to the property - because the actual tenant isn't there.
"I've seen so many people coming in and out of the nearby flats but the actual tenant is rarely there - maybe once a week.
"It's been nothing but trouble since moving in, whether it's getting into fights or taking and dealing drugs.
"I've witnessed constant rows, drug-fuelled booze parties and seen blood in the stairwells.

"It's been an ongoing issue for years and the investigation by the council has been going on a while now.
"Anything could happen, honestly, and it's dangerous for the others living in the area, but we're tired of ringing up the council, making complaints - we're getting sick of it all."
Mr Lyon added the alleged subletter's doors have been damaged and boarded up due to the anti-social behaviour but the council hasn't fixed them "in the last four years".
"It's a fire hazard but the council can't do anything because the actual tenants are never in," he said.
"There's just pieces of plywood across them which isn't safe.
"In a day and age when there's issues with homeless people I'd like to see someone who deserves a home to be there, other than people who are constantly causing trouble every day."
Merrick Ratcliffe, who also lives in the building, added: "This is a tipping point and a cry for help.
"I see so many people using the nearby properties like an Airbnb and we've had our fair share of anti-social behaviour here.

"We're sick to death of stepping over puddles of vomit and urine and we're particularly fed up of the smell of cannabis.
"Under no circumstances is this acceptable - it just can't be.
"The police are repeatedly visiting and all we want is for someone to simply do their job.
"There are others living here who are nurses, or have children, who are being impacted by this and all we want to do is to be left in peace."
Mr Ratcliffe recalls police being called to a "drink and drugs party which descended into violence" in November.
A police spokesman confirmed officers attended the address but said: "We were called to William Mear Gardens at 11.20pm on November 10 following reports of anti-social behaviour.
"Officers attended the address and spoke with four individuals inside, however, no offences were identified and no further action was taken."
The council say "all the relevant authorities" know of the allegations put forward by tenants and are investigating.

A Norwich City Council spokesman said: "We have an open case with Mr Lyon and have been in regular contact with him about this.
"All the relevant authorities are aware of the issues and are working with Mr Lyon and his neighbours to resolve the situation.
"The council takes all reports of subletting very seriously and is presently investigating this allegation."
