A communal bin in a city estate hasn't been cleaned for the last three weeks, despite the council spending more than £21,000 on upgrading it.
To make matters worse maggots and flies have started to swarm the uncollected waste found in Gristock Place, off Knowland Grove.
The issue has left people living nearby saying that the previous £21,275.50 upgrade was a waste of money.
George Kertan, who lives near the bins, said: "It's been three weeks since the bins were last collected.
"People are forced to stack their rubbish next to the bins and some of it is now starting to develop maggots and flies due to the hot weather.
"Someone came and took some of it, but most of it was left.
"The whole thing will have to be given a proper clean when the bins are finally emptied.
"It's such a shame because upgrading the bins was an improvement but what's the point if they then aren't being collected."
It comes just weeks after this paper reported rubbish strewed all around the city this summer has attracted an influx of rats, leading to some families shunning their local parks.
Wensum Ward Green Party councillor, Liam Calvert, added: "In February, after years of pressure from people in the area, the city council put in new bin sheds in an attempt to resolve the fly-tipping issue.

"But I've spoken to many upset people who feel the council is completely unable to get on top of the waste issues outside their homes.
"The fact that more than £21,000 was spent on this attempted fix, which has then failed to follow through, is staggering.

"It would have been better off spending the money on getting the bins emptied more regularly than trying to hide the problem behind expensive sheds.
"It just seems chaotic."
A spokeswoman for Norwich City Council said: "We'd like to apologise for this unsatisfactory situation and we're urgently investigating the reasons why these bins haven't been emptied.
"We'd also like to remind residents to report such issues on our site."
