The mother of a 15-year-old girl claims her daughter was “punched in the head 18 times” during an attack at Castle Quarter in the city centre.
The mum, who did not want to be named, said she was "horrified" after her daughter was allegedly dragged out of the shopping mall on September 28 and attacked.
She says more needs to be done to protect young people after saying her daughter was surrounded by a group of people - aged between 12 and 15 years old.
The mum said: "At the time it was her first time out in about six weeks because she suffers from severe anxiety.
"The attack has had such a massive impact on her mentally and emotionally.
"She doesn't even live in Norwich anymore - she's moved to Essex because she's too scared to be at home here.
"I moved from Essex because I wanted her to have a better quality of life but it's just going from one cesspit to another.
"I want her to have justice for what's happened because it was a completely unprovoked attack from a group of people who humiliated and abused her.
"It's sickening and has to stop."
The mother claims that during the attack her daughter was "punched in the head 18 times, kicked in the head twice while being stamped on".

A Norfolk Constabulary spokeswoman confirmed the incident had been reported and the girl had suffered bruising and a cut to the face as a result of the attack.
Recently it also provided an update on proceedings, saying: "Officers interviewed a teenage girl, as a voluntary attender, on October 10 in connection with the GBH."

It added that investigations are still ongoing.
A few days after the attack the girl's grandmother shared an appeal for witnesses to social media.
She posted the girl was "forced her to get down on all fours and bark like a dog, then kicked and punched her to the ground while they videoed it and walked off".
