The A47 was blocked while police attended an incident.
The road was been closed in both directions between the A140 and A146 at Trowse at around 9am.
A spokeswoman for Norfolk Constabulary confirmed they had received reports of a concern for safety in the area.
Queues formed between Postwick and Intwood and motorists reported being stand-still for around 40 minutes.
People were being warned to avoid the area.
The road has since reopened and traffic is starting to ease.
